Offline Upper Rank?

Through lots of reading (maybe not enough), I know that upper rank stuff is online HR 31+. However, I've somehow managed to confuse myself on if there is a set of upper rank quests offline also. I've come to hesitantly understand that somehow there are upper rank offline quests, either by more Quest lvl or via starting over with a different set. I'm probably WAY off on that and its only HR 3

offline vs online and hunter rank question
So, I really wanted to finish the offline portion of the game before moving to online. I am realizeing now though that there is stuff I really wanted to make prior to moving on IE the barioth axe that I can only get done online. So, I guess my question
