parking laws and Brinks trucks

Crossing the street today I noticed a parking law person writing a ticket out. It was for a huge ass Brinks vehicle parked in an absolutely no parking anytime spot.

She wrote the ticket..Went to the front and obviously she cant reach the window. So she knocks on the door and the guy inside just ignores her. So she just takes several pictures of the truck and as she is taking the pictures the guy drives away without anyone coming in from th
