99 Strength or 99 attack?

99 Strength or 99 attack?

Been thinking of what 99 to get? Stuck between those two. For Attack I would be using a whip + rune def. FTW. But, the problem is if I was to get 99 Strength, what weapon should I use?

My gear.
Slayer Helm
Torso
Torags legs
Dragon Boots
Fire Cape
Glory
Barrows gloves
Ring? Dont know which one to get
